Open skies with everyone. If there is no business to be had - airlines will stay away or quickly fold operations.
Not that competition would help with charging for bags issue. It hasnt anywhere else.
Negative(major) impact would be on price. 95% of route would see price increase. Service levels would drop, to US service levels. Routes would be cut along with frequency. This is basic economic that most business people should understand.
