Its true for A3 Gold upgrades you need to have it issued on A3 ticketing stock which in your case is not applicable. They can't do the upgrade and the airport either.

Obviously not knowing the contract you are booked on with your RTW fare its hard to know if the rule stated that B class was the only applicable booking class and not allowing travel in C,D,Z etc...
