There are about 20 bills dealing with various aspects of checkpoints, TSA and security every year. All pander to some bunch of constituents. None of them have ever gone anywhere. So, why do Members keep filing this stuff?

Because it makes people think that they are fighting for them. Sort of like calling a FFP a "loyalty" program.
