You can ticket a lot of things on AC stock, even if not a single flight segment is operated or related to AC. It's just a quirk of GDS systems. There's some ITA scripts out there to ticket things directly from ITA via an AC link. However, AC agents will not be impressed if they have to deal with any problems that arise.
