I think what the OP doesn't understand is that the Department of Transportation does not regulate travel agencies, and thus cannot force a non regulated entity to give you your money back. Travel agencies are typically regulated by cities or states.
It should be a lesson to you not to assume a website has a 24 hour cancellation policy.
