There is an interline agreement - last I checked Jetstar's is pretty extensive. UA of all people did this for me a couple of years back when I was burning miles: had a GF SFO-NRT followed by NRT-CNS on Jetstar. YMMV as to whether AA will be amenable, but the agreement is def there.
Was it on the same PNR? That's the rub on this ticket. AA came out last year and stated they would no longer do it, I was hoping this was something that the counter agent had the authority to do. If it's systematically not available then that's another issue altogether. I had luck with it doing a two PNR ticket between Cathay and Emirates last year even though it's technically not supported by Cathay.
