To come back to the OP's question:

Yes he can use his 25k miles to fly to India. One way.

Plus, he will need to buy another 25k miles at 3 cents/mile. Also pay the surcharges.

Might be cheaper than a revenue one way ticket. But not half of the round trip I would think.
