I respectfully disagree. Kennedy's law says there are only three things certain in life - death, taxes, and that internal controls degrade over time. You just have to watch and wait before the hard coding eventually gets screwed up by a coding mistake, system upgrade, or the like. Today the hard coding works, but internal controls ultimately rely on people, not machines, and therein lies their imperfection. Have faith in the folly of humanity. More times than not it is people who unintentionally bring dead things back to life, rather than dear old Marie Laveau.

Given that OP was specifically asking about whether Target's system was hard coded to reject credit for gift cards, this is one of those things that may not necessarily be YMMV.
