Stealing your fellow passengers' (rightfully paid) bin space so that you can get an extra inch of foot room is one of the most selfish acts you can pull on a plane IMO. You want two bags overhead, buy two seats.
I recently boarded a flight to LGA from YUL on the E175. I had my roller board and bag and as I boarded, the FA told me that 1 of them has to go under the seat. Considering I sat in 12C it proved quite difficult to follow those instructions.
