All non-budget airlines have it. Even many buget airlines have it. It's called full flexi (or some variation thereof) and costs a LOT more than more restricted tickets.

Example: SIN-NRT on SQ return is s$420 (w/o taxes/surcharges) for 'super deals' fare and s$1,300 for the 'flexi' fare.
