Guess United doesn't enforce it, since I had a 5pm flight earlier this year and I went in at 8am to check my bags and the agent didn't even give a second look.
What airport was this at? I asked before on UA and was told the hub airports will accept them earlier. I forgot what the security requirement was to hold the bag. Procedures that aren't in place at smaller stations.
