It feels like this is taken out of context, like rules 30-34 might have laid something else out? Or that there are words missing in the first sentence of 35a. Pretty dangerous to publish rules that read this oddly...

The two sentences in 35a seem to contradict each other completely. Then 35.a.1 sounds like it backs up the first sentence, and 35.a.2 sounds like IRROPS protection.

Are you going to ask for rule 35 costs and test it out?
