I'd honestly argue the bigger problem is the lack of dedicated toilets for WTP.

If you're sitting in WTP and you can see a free toilet 3 steps in front of you - OR a journey back through your own section, the curtain, then another section, to get to toilets being shared with up to 183 others ... I think you might choose to slip through the rope too.

N.B. I won't ... I'm too much of a rule follower ... but I fully understand why people do.
