IMO when someone take the time and trouble to report spam to FT, they are giving a gift that the powers that be at FT should appreciate. People should be encouraged to report spam and one way to do this is to make it easy for someone to quickly report multiple cases of spam in different fora.
Sixty seconds is far too long. Surely shorter wait periods would effectively stop the abuse and attempts to crash the site while still making it easy for people to do their good deeds by reporting the spam.
Sometimes RBP is used to report cases of inappropriate posts which in some cases the person reporting it has some reason to want to see corrected, such was when the posts contain personal insults against the person doing the reporting. In such cases, RBP is done more out of self interest than to improve FT in general, but I still think we want to generally encourage and motivate people to report bad posts. The waiting period has the opposite effect and hence is undesirable in its current form.
