No, you're missing the point. You go to an ATM in Euroland and say you want EUR 500. It gives you the money then says to your bank, "hey, Oil-man just withdrew EUR500. Give us the money." Your bank pays up then debits you whatever amount needed to cover costs (or not in the case of Clarity)
Go to a EUR paying ATM in the UK and it's different (or at least the ones I use are). You say to the ATM "I want EUR500." It tells you it will sell you the Euros at a rate of 1.25 so you hit confirm. The ATM then says to your bank, "hey, Oil-man just withdrew £400. Give us the money."
