Wells Fargo debit Visa, failed at SNCB above as well but worked as expected at an ATM with an EMV-only terminal.
MasterCards all allow the online PIN to be used for purchases, per network rules. Visa cards do not.

Another interesting thing - at Walmart a couple days ago my British Airways card (new one with the Application Label "Visa Credit") said "Chase Visa" at Walmart despite the card being "Visa Credit" - I checked the card after to see if Chase had updated it by issuer script... nope. Unless they changed it to "Chase Visa" then changed it back. I'll have to look to see which it says next time...
