It was opposite for me. My personal card was ready to use immediately. I had to go into a branch with my business card and take financial evidence along too before it was activated.
I was able to ring up and my business card was transferred over to an AP card straight away - Person said that my current card will earn airpoints/status points straight away! Replacement card will be forthcoming

Yes I had to take ID etc for my personal card as well, even though I have banked with Westpac in some form or other for the last 20 years!
