Nope. The C1/D crewmember visa permits overseas or offshore based crew members to enter the US for turnarounds/layovers in connection with their duties. It does not convey a right to live in the US. Nor does it permit these folks to work domestically. There are no foreign workers of airlines working flights wholly within the US except in a handful of cases for foreign carriers operating multi-leg flights (e.g. QF from SYD-LAX-NYC). In those cases the foreign carrier is not permitted to offer for sale tickets wholly on the US domestic portion.
