What is on the ticket is the ticketed allowance - if it is actually incorrect ( and I am not convinced that it is ) then it is BA to take the matter up with
If the allowance id 2 pieces and BA chooses when travelling on it to allow the 3rd piece without collecting excess fess, then that is its choice - it does not then mean that other airlines have to agree to this
In the situation you had a ticketed allowance of 2 pieces and were allowed 2 pieces and so nothing wrong happened
The only issue is whether your belief that the business class allowance on the outbound should apply to the inbound and that the ticketed allowance was incorrect. This is something that you can query with BA and if it confirms that the ticket was issued incorrectly should refund the costs
It may well confirm that the allowances were ticketed correctly and you can be prepared if it happens again
