I disagree. If the US government gave Delta $40 billion in subsidies, $10 billion would be spent lobbying to ensure continued subsidies and a competition-free environment, $10 billion would go to executive bonuses, and the remaining $20 billion would be paid to shareholders, leaving none to improve the product or invest in new airplanes.
