Chase wouldn't tell you a thing, they always suggest "apply in the future". I just followed this advice every 4 or 6 months - every time I was approved for CC, but a few days later a letter came with a closure notice because of "unsatisfactory relationship with the bank". Finally, last attempt after 12 or 14 months from the ban was finally successful -i.e, closure notice didn't come.
