The other airline did not fail - it permitted you to check in bags as per the ticketed allowance

If BA ticketed incorrectly, then that is a matter to raise with BA ( assuming you purchased it from BA )

It reads to me that BA didn't offer a business allowance in both directions , just that the whole one way in business received the business allowance and the return journey in the lower cabin was ticketed to get the allowance of that cabin

This doesn't seem abnormal to me, but is something to ask BA on whether it should have provided a ticketed business class allowance in both directions or whether it was correctly ticketed

If it is published as a policy, then should be easy to address with BA
