If I were you, I'd get a Google Voice account and simply buy data SIMs wherever you travel. That way the GV calls can be routed to whatever SIM you're using at the time. Easy peasy, and a whole lot cheaper than $6k per annum.
Amongst other things, I use Google Voice forwarding to Vonage, with Vonage further forwarding to local SIMs with cheap/free data. What I pay attention to for the relay VOIP provider is the cost to forward to or otherwise call cell phones in countries where calling a mobile phone is generally way more expensive than for calling a house landline.
This kind of set-up saves me a lot of money. While there are cheaper ways to do this, it has worked out well for me.
