In our case BA's policy was that the greater (CW) allowance applied to the entire journey. PS (their outsourced ground handler at LGW) obviously did not know (and did not care) about BA's policies and only agreed to accept what was indicated on the ticket for their sector.
What was ticketed is correct to be allowed for by the checking in airline

If you believe that the higher allowance is allowed by policy, I would suggest contacting BA and checking with it and , if so, see if it will compensate for it
