DOT rules are that the 1st airlines's policies apply rather than that the 1st sector allowances apply --- and this is a big distinction

If the airline's policies allow for different allowances in different directions ( where cabin is different for example ) and it is on the ticket , that is afaik in accordance with DOT rules
