Did you check both ITM and KIX? ANA and JL both have flights into ITM that leave around 18:00-18:30. If you are willing to do LCCs, Jetstar and Peach have late flights into KIX.
Also, not sure what airline you are flying into Japan, but if you are flying oneworld, keep in mind JL has its Yokoso fares for domestic flights (¥10,800 per segment). ANA might also have special tourist fares, but I am not familiar with them as I have never flown *A into Japan.
