With it being a single through ticketed itinerary , then the bags should be checked through to the destination

If however you do have 2 bookings, one for BA and another for EY / 9W then the allowances for the EY/9W journeys will be different

I understand that other airlines may not honor the extra OWE allowance.

Your entitlement is that of BA's for BOS-BLR which is 3 pieces

With non OW airlines in the itinerary, then additional pieces beyond that are not permitted FOC for the whole journey
