A non-starwood option would be to stay at the Prince Sakura at Shinigawa Station. It's very close to the station, they offer large rooms ~500sqf, and you get direct access on the NEX and then can catch a train from there to Osaka as well. The rates would be close to the Westins.
There are also some hotels right at Tokyo Station, close to Ginza and the imperial palace. Still, I'd be tempted to take the bullet train the day of arrival rather than heading to a hotel and getting a bit settled there for just one night.
