Parking garages are pretty tough structures. I have a hard time picturing a tornado harming one. That doesn't mean it can't toss something in an opening, though.

Thus in the garage you have a threat of an object being tossed from the side. At home you have threat from both the side and the top, not to mention the risk of a tree coming down.
