The DEL lounge is the ITC Green lounge now (or at least today). It's next door to the plaza premium and appears to be essentially the same - what looks like a food court restaurant that has been converted into somewhere you might expect to have breakfast in a hotel. Coffee isn't too bad though.
I think both are in use for Oneworld carriers. I flew out with some friends on the same day last week - me on UL, friends on MH, and they used the ITC Green Lounge whilst I had to use the Plaza Premium.
I do think the ITC Green Lounge is a step up from the Plaza premium though.
