I was there last night - my 10:15PM departure sat for 30-40 minutes. Pilot said it was nighttime runway construction/work/expansion that got in the way and slowed departures.
At the destination, we were only 15 minutes late so it seems some of that is programmed into the flight times.
Nonetheless, it looks like construction delays may be in the works @ CLT for a while.
