Right. The most common situation that I experience is checking a bag to Hawaii. Connections to Hawaii can leave passengers in LAX for >6 hours so they get to choose whether to short check their bags to LAX or not.
I always recommend short checking because you never know if your bag will be put in a "corner" and forgotten.
