I work for Delta and I believe our public policy is 0-6 hours, check to final. 6-12 hours, optional short check. 12+ hours, short check. I looked it up this morning.
This is Delta's policy in short-checking domestic bags (public):
"Direct / through flights
Baggage is checked to final destination
Baggage must not be checked to any intermediate/connection point or non-paid stopover point
Flights with connection less than 6 hrs
Baggage is checked to final destination
Baggage must not be checked to any intermediate/connection point or non-paid stopover point
Flights with connection between 6-12 hours
Customer can choose to check baggage to final destination
Customer can choose to short-check to connecting point
Flights with connection more than 12 hrs
Bag cannot be through-checked"
This says domestic, although of course there can only be connections over four hours on domestic itineraries if it's the next flight to the destination.
