Hmm, that really blows. A rule that ends up leading to no checked baggage for an international flight is, in my opinion, very unreasonable.

We've decided to just book from YYZ-LHR-DOH-ATQ instead. Just a tab bit more expensive, 2 checked baggage and it avoids the hassles at US customs.
