Over the past few years Finnair has had the policy to turn many ex-leisure routes into scheduled flights. This applies e.g. to routes to AGP, TLV, AYT etc. So regardless of the fact that proper AY charter flights still exist, of course, I believe you cannot say anything about the "nature" of the route purely on the basis of the flight number anymore...
