In the case of GIG I think it is due to Brazillian laws against charging YQ which only applies to tickets sold in Brazil.
Airlines sometimes only sell certain fares in certain countries, or more often, restrict sales being made, particularly in economically unstable countries.
Finally, availability can vary based on your place of sale.
