If you are asking if this is how it should be in a perfect world, yes I agree (I mean, where two-person PNRs can be added to the upgrade list at the airport). In today's world, no, that can't happen. To be on the upgrade standby list (the one at the airport) you need a to be on your own PNR. If you are on one PNR, you can't be added to the list - hence the question - do you want to split and be considered for the upgrade (separately) or do you want to stay on the same record, without the chance of the upgrade.

If you were both on the list, you likely had the PNR split at some point.
