I have been on YYZ-YOW and YUL-YOW flights with very low load factors, in one case with as few as 5 pax total. I doubt they drop flights due to low loads alone.
Aside from wx, there could be maintenance issues, crew availability issues, etc. Or perhaps there were a combination of factors.

I was once on a YUL-YOW flight with 2 pax on it. It was myself and another guy. Ironic thing is that neither of us were even supposed to be on the flight, as we had been put up in a hotel the night before after missing our connection.
