The pass says nothing about transferability does it? The terms and conditions of mine state the following:

United Club One-Time Pass Terms and Conditions:
• This pass grants one person, one-time access to the United Club.
• Access subject to space availability.
• This pass is valid for entry at any United Club location worldwide.
• You must be 21 years of age or older to redeem.
• This pass is subject to United Club terms and conditions, which United has the right to amend or modify with our without notice to its customers.
• Valid only in United Clubs. Excludes United Arrivals Lounge and United International First Lounge.

Nothing about names matching.

Get the name of the agent and report her. Next time, don't engage.

What airport by the way? PHX?
Can't speak to the Chase passes specifically, but would highly doubt the lawyers wouldn't have insisted on a condition like this one that you see in the T&Cs for the passes you buy on the app:

This pass may not be sold, bartered, traded, exchanged or purchased
Is this not included in the T&Cs? I'm sure someone on here can confirm. If so, I have absolutely no sympathy for the OP.
