If you want an example from the western triangle of a flight cancelled in advance presumably due to low loads, check out AC205 YYC-YVR on May 16 (just cancelled within the past week or so).
I have never found AC to cancel flights between YYC and YVR because of low loads. Asked AC YYC concierge and about this, and she told me this never happens.
