I find this situation to he highly unlikely. YTZ is not a base for skyregional, the crews retuning to YUL from YTZ sometimes continue on to other destinations such as ORD, LGA, YMQ, etc.
Keeping one crew at YTZ and having to re-crew other flights is probably more expensive ops wise than just flying the plane back empty.
FWIW, I have been on the rare flight where there were 4 people, I am sure they could have cancelled the flight, but the crew on my flight were going on to YMQ after.
I'm pretty sure the YTZ->YUL flilght was cancelled for reasons other than too few passengers.
