Maybe Hertz banned you because of the "excessive mileage" rule they instituted a few years ago. Enterprise has geographic restrictions at neighborhood stores, so you would not have been able to do such a roadtrip with them. I'm sure National will gladly status match.

This is exactly why it's best to try to go with the flow for rental car tolls. Either use your own EZ Pass, use the company's, or pay cash. The companies are simply not prepared for a non-standard pre-paid toll transaction that can't fit into their automated processes.
