I'll be staying at the Park Hyatt in Buenos Aires and the VAT on my confirmation says 21%.
I'm redeeming free nights for 2 nights with the Chase Hyatt cc promo, do I still pay the VAT ? My 3rd night is booked using cash and points, is the VAT pro-rated?

I think you would only have to pay the VAT on the cash portion of the P&C night. VAT is really a % tax on the rate and typically award nights (including the credit card signup nights) include the tax so you don't have to pay.
