I have been on YYZ-YOW and YUL-YOW flights with very low load factors, in one case with as few as 5 pax total. I doubt they drop flights due to low loads alone.

Aside from wx, there could be maintenance issues, crew availability issues, etc. Or perhaps there were a combination of factors.

"Capt Smith is sick and we don't have anybody else qualified to pilot that aircraft type and we don't have another aircraft to swap in either."

"Okay, I guess we have to cancel either the 0900 or the 1000. Which one has more impact on connections?"
