I often read about some of the overseas call centers being less than great. What you might try is either using a VoIP service that can provide access to US numbers or check out
at&t's USADirect Service. Granted, there are no guarantees you will actually reach a USA based call center when calling a USA number, but it just might get you to a group that has more power to address your issue.
