1. Get a money wire from Western Union.
2. If you have an Amex (back home), call them to arrange emergency cash.
3. Go to the most touristy restaurant you can find that takes cards. Approach an English speaking tourist and offer to on for their meal with your card so they pay you in cash.
4. I don't know where you're from but if you're from a developed country, it's likely the local consulate will be able to help and will be open on Sunday.

You have options. Stop going in circles saying Citi did you wrong and that you're dumb. I once got my wallet stolen while traveling -I had absolutely no cash or cards, and had no money to even to get to the airport. I'm sure many here can tell you similar stories. Don't freak out, you'll be fine.
