ANY elite can clear by calling in right now....if you booked yourself on the same PNR as the companion, you probably won't be flying in F since even a non-elite within 24 hours can do OLCI and they will be offered a paid upgrade. There shouldn't be U space within 24 hours if there is a waitlist so yes, the bug is alive and well.
