Something very strange is going on with lowest economy fares as well. Compare the BA flight number to a codeshare instead for these airlines:
Airberlin
Finnair
Japan Airlines
Qantas
Royal Jordanian
S7
You will quickly see you earn more tier points by not booking these as BA, which seems really strange.

Dusseldorf to London earns 10 as Airberlin and only 5 as BA
Tokyo to London earns 40 as JAL and only 20 as BA
Helsinki to London earns 20 as AY and only 10 as BA
Bangkok to London earns 35 as Qantas and only 20 as BA
Amman to London earns 35 as RJ and only 20 as BA
Moscow to London earns 35 as S7 and only 20 as BA
It does seem to be the case that the Executive Club will punish you for flying on BA when these other partners compete with them. Mind boggling
