Upgrading on LH is normally only possible with miles or upgrade vouchers, but bidding for cash upgrade to Premium Economy is also possible. http://www.flyertalk.com/forum/lufth...pgrade-pe.html

LH sometimes sell cash upgrade at the airport but you cannot count on it. If you ask for upgrade in advance they will expect you to pay the fare difference.

If you are flying in Business you will have lounge access both at SIN and FRA including the Welcome (Arrivals) Lounge in FRA. Premium Economy passengers may pay to access LH business lounges at some airports. FRA also has a landside paid lounge.
