Does anyone know how busy the visa counter at HAN would be around 15:30 on a weekday? I'm leaning towards the pre-arranged "Visa on Arrival," but if the wait is going to be over 2 hours or so, it might be worth the extra money to get one stateside.

On that same note, does anyone have any recent recommendations for where to order VOAs?
